Maybe it was another reason since they were able to have the Holiday In The Park logo projected onto the ride building (that might have required approval too?)

^ I wonder if that was a loophole. From one sense, the projection technically was not a modification to the building's structure, so perhaps they didn't need approval. It's obviously a modification to the appearance, though.

I wondered why they didn't finish. Didn't even think about them having to get approval which seems logical. Or maybe they thought with the protection there was no need for lights?

Yeah, it's also possible they saw it and thought it didn't fit in. Maybe they were too bright, or something. Similar to how they decided to keep the Big Wheel lights off because they competed with the theme of Polar Point.

Plus, all the trees around TDK had those ball lights. The lights may have stood out too much.

Not seen by most of us, the catering area also celebrated Holiday in the Park with some nice decorations!

That garland at Great Adventure is even nicer than the one used on Main Street USA (even though they have since replaced theirs with street-side wreaths).
