Can you get up there? Is there a set of stairs or is it just a decoration?

there has to be a way up there, there is lights up there and they have hung banners so id think there are stairs?

There is a way up through a stairway. Originally the walkways were going to be an attraction open to the public, but due to issues (like emergency exits and handicap access) they have never been open to guests or employees. As it stands now only maintenance accesses them due to the deterioration of the walkway boards. The fourth (unbuilt) tower might have remedied the situation with an additional stairway or an elevator.
